[SRP] Player build completely freezes on launch and then crashes when it was built using D3D12 or Vulkan
How to reproduce:
1. Create a new HDRP template project
2. Download the attached "Test_1252965" Unity package file
3. Import the package and place the "nissan_sil80_dspec" model in the Scene
4. Set D3D12 as the project's graphics API
5. Build the project
6. Launch the Build
Expected result: The build launches successfully
Actual result: The build freezes on launch and crashes after a few moments
Reproducible with: 2019.4.1f1(7.3.1, 7.4.1), 2020.1.0b13(8.1.0), 2020.2.0a15(9.0.0-preview.13, 10.0.0-preview.1)
Could not test with: 2018.4.23f1(Package in Preview state and one of the shaders would break)
Notes:
1. Graphics APIs affected: D3D12, Vulkan. Graphics APIs not affected: D3D11
2. Reproducible with URP and HDRP
