[Sprite Editor] Horizontal and Vertical scrollbar doesn't work for "Secondary Textures" under Sprite Editor drop-down menu
Horizontal and Vertical scrollbar in "Secondary Textures" under Sprite Editor drop-down menu doesn't work. Refer attached video
Steps to repro:
1. Create a new 2D Project.
2. Import a .png file and change the Texture Type to Sprite (2D and UI)
3. Sprite Editor > Secondary Textures
4. Try to move Vertical /Horizontal scrollbar
Actual Result:
Vertical and Horizontal scrollbar doesn't move on the mouse scroll or drag.
Expected Result:
Vertical and Horizontal scrollbar moves on mouse scroll or drag.
Occurring on: 2020.1.0a14, 2019.3.0b12, 2019.2.13f1, 2019.2.0a12
