Spike in GarbageCollector when entering Play Mode
How to reproduce:
1. Open the attached project "HDRPLagTest20.zip"
2. Open Window>Analysis>Profiler
3. Enter Play Mode
4. Observe the GarbageCollector in the Profiler window
Expected results: There is no spike in GarbageCollector
Actual results: There is a spike in GarbageCollector
Reproducible with: 2021.3.36f1, 2022.3.22f1, 2023.2.15f1, 6000.0.0b12
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested

Resolution Note:
The incremental GC makes a number of attempts at performing the collection within the specified time slice, but will eventually fallback to complete a full collection which may take more time.
Also, the issue pertains to the Editor which has additional managed memory size and allocation overhead. This will both increase the time and frequency of garbage collections.
