Specular lighting is displayed differently on mobile devices compared to the Player/Editor when used in URP
How to reproduce:
1. Build And Run the attached project on an iOS/Android device
2. Observe the lighting on the floor near the car
Expected result: Point Light is not big and has fading edges
Actual result: Point Light is big and has no fading edges
Reproducible with 12.0.0 (2021.2.0a10), 12.1.7 (2021.3.8f1)
Not reproducible with: 10.10.0 (2020.3.39f1), 12.0.0 (2021.2.0a9), 12.1.7 (2021.3.9f1, 2021.3.10f1), 13.1.8 (2022.1.16f1), 14.0.3 (2022.2.0b8), 15.0.1 (2023.1.0a10)
