"SortIDsInVisiblityOrder failed" error is thrown when holding the Ctrl key and dragging objects in the Hierarchy
How to reproduce:
1. Create a new project and open it
2. While holding the Ctrl key drag the default Main Camera in the Hierarchy Window
3. Observe the console
Expected result: no errors are thrown
Actual result: "SortIDsInVisiblityOrder failed: 3 != 2" error is thrown
Reproducible in: 2020.2.0a1, 2020.1.0a25, 2019.3.3f1, 2018.4.16f1, 2018.1.0a1
Not reproducible in: 2017.4.37f1
