Some of Package Manager built-in packages' dependencies are not listed
How to reproduce:
1. Create a new project
2. Navigate to Built-in packages tab in the Package manager
3. Remove Physics or VR packages starting with any other package listed as "is being used by"
Expected result: no errors are thrown as all dependencies are removed first
Actual result: Errors are thrown after removing VR/ Physics packages
Reproducible with: 2020.1.0a6, 2019.3.0b5, 2019.2.7f2
Not reproducible: 2018.4.9f1
Could not test with: 2017.4
