Smoothness and Ambient Occlusion tooltips are swapped on HDRP/Decal
Reproduction steps:
1. Open the attached project "IN-32455.zip"
2. Select the "New Material" material
3. Hover the mouse over the "Affect Smoothness" and "Affect Ambient Occlusion" Surface Options in the Inspector
Expected result: the Smoothness tooltip is about Smoothness, and the Ambient Occlusion tooltip is about Ambient Occlusion
Actual result: the tooltips are swapped
Reproducible with: 2020.3.46f1, 2021.3.20f1, 2022.2.10f1, 2023.1.0b7, 2023.2.0a5
