[HDRP][Hybrid] Shadows flicker when more than one Spot Light is set
How to reproduce:
1. Open user's attached 'ShadowCullingIssue.zip' project
2. Double-click errors in the Console and comment the cursor's indicated lines
3. Open 'SampleScene' Scene
4. Enter Play Mode
5. Observe the Game View
Expected result: Shadows do not flicker
Actual result: Shadows flicker
Reproducible with: HDRP 7.1.1, 7.1.2 (2019.3.0b7 , 2020.1.0a9)
Could not test: 2017.4.33f1 because HDRP is not introduced, 2018.4.11f1 packages errors, 2019.2.10f1, 2019.3.0a1, 2019.1.0a1 due to packages, serialization, namespace errors, HDRP CS0161 error
Notes:
- The issue is not reproducible with other types of light
