[WebGL] Shaders that use GPU Instancing compile extremely slow
Steps to reproduce:
1. Open user-attached project
2. Build and run with WebGL 2.0
3. Inside the webpage, press 'space' to begin GPU instancing
Expected: the instancing does not require such a long time to load
Actual: the instancing takes a really long time to load
Reproduced in: 2018.1.7f1, 2018.2.0b11, 2018.3.0a4
Note: could not test these versions due to instanced cubes not loading in the webpage:
2017.1.4p2, 2017.2.3p2, 2017.3.2f1, 2017.4.6f1
