Shader relative include paths do not work
To reproducible:
1. Open the project
2. Right-click on C/NewSurfaceShader and select Reimport
Actual: Error in console appears: "Shader error in 'Custom/NewSurfaceShader': Can't open include file "B/B.cginc" at Assets/A/A.cginc(2) (on d3d9)"
Expected: Relative include paths to work, and no error message
Reproducible: 5.6.0b5, 5.5.1f1, 5.4.4p1, 5.3.7p3
