[Shader Graph] Texture properties text and Scroll bar doesn't hide on disabling Backboard from New Shader Graph window
When Blackboard is toggled off from the New Shader Graph window, Texture properties and Scroll bar don't disappear with the Blackboard window, refer to the attached video.
Steps to repro:
1. Create a new project
2. Windows > Package Manager > Shader Graph(7.1.7) > Install
3. Project > Create > Shader > PBR Graph > Open
4. Add a few properties on the Blackboard list.
5. Click on the Blackboard button.
Actual Result:
Texture properties text and Scroll bar doesn't hide on disabling Backboard
Expected Result:
On disabling Backboard, the whole backboard window disappears.

Working Fine in:
2020.1.0a18, 2019.3.0f5
