[WinEditor] Setting the Editor's UI Scaling to the 100% moves all tabs into the primary display

How to reproduce:
1. Create a new Unity project and make sure to have at least one editor tab on a second screen
2. Go to Edit -> Preferences -> UI Scaling
3. Uncheck the "Use default desktop setting"
4. Set the "Use custom scaling value" to a bigger value (e. g. 300%)
5. Restart the Editor 
6. Set the scaling value to 100% (or check the "Use default desktop setting" if matches)
7. Restart the Editor and observe the results

Expected results: The tab that was moved to the second display is still there
Actual results: The tab that was on the second display is moved to the first one

Reproducible with: 6000.0.69f1, 6000.3.11f1, 6000.4.0b12, 6000.5.0a8

Reproducible on: Windows 11 with dual-monitor setup
Not reproducible on: No other environment tested
