SerializedPropertyChangeEvent not fired anymore when calling RegisterValueChangeCallback
How to reproduce:
1. Open the attached project "UIT_SerializedProperty.zip"
2. Open Test>Windows
3. Click the "add" button in the "TestWindow" window
Expected results: "Changed SerializedPropertyChangeEvent" is printed in the Console window
Actual results: "Changed SerializedPropertyChangeEvent" is not printed in the Console window
Reproducible with: 2021.3.31f1
Not reproducible with: 2022.3.10f1, 2023.1.14f1, 2023.2.0b13, 2023.3.0a9
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested

Resolution Note:
Just tested in 2021.3.32f1, seems to have been fixed already.
