[Semantic Diff] - Semantic merge does not recognize preprocessor defines.
A customer reported an issue with the semantic diffing algorithm in the Unity Version Control desktop client. The algorithm does not recognize preprocessor defines (like UNITY_EDITOR), causing entire code segments wrapped in those defines to be marked as deleted.
Reproducible with versions: 11.0.16.9677
Tested on (OS): macOS
