Second Camera with lower Depth than the first one causes UI background to flicker when hovering over clickable Editor objects
How to reproduce:
1. Open the user-submitted project (testbackground.zip) and enter Play mode
2. In the Hierarchy Window expand the "TestBackground" object
3. Hover over the Hierarchy objects and observe the Game View
Expected result: the game view doesn't flicker
Actual result: the game view flickers with the white background
Reproduced in: 2019.1.0a13, 2018.3.1f1, 2018.3.0a6
Couldn't test: 2018.3.0a5 (Older versions break necessary objects)
