Scrolling through very long pop-up lists only possible with arrow buttons
Reproduction steps:
1. Create a new empty Project
2. Open Services Window
3. Click any Service
4. Press Use an existing Unity Project ID
5. Select an Organization
6. Try to select a Project
Expected result: The Pop-Up list can be navigated by scrolling
Actual result: The Pop-Up list can only be navigated by the arrow keys on the list
Reproducible with: 2020.1.0a14, 2020.3.5f1, 2021.1.5f1, 2021.2.0a16
Not reproducible with: 2019.4.24f1, 2020.1.0a13

Resolution Note (2020.3.X):
Although far from perfect, this behavior is like it was initially designed. As such, it won't be considered a "Bug" but we will definitely consider this in the future and will look for ways to improve this.
