Scrolling in Device Simulator does not conform with Game View scroll functionality of adjusting Scale
How to reproduce:
1. Open any project
2. In Game View use Scroll Wheel
3. In Game View switch to Device Simulator and try and use Scroll Wheel
Expected result: Scroll Wheel works the same for conformity - adjusts Scale, slider works with scroll wheel when hovered over or just while clicking and holding, as scrolling the slider is not what most users expect
Actual result: Scroll Wheel operates slider
Reproducible with: 2020.3.45f1, 2021.3.19f1, 2022.2.10f1, 2023.1.0b8, 2023.2.0a6

Resolution Note:
This is working as intended. The simulator view can be in a situation where scrolling must be done to see the entire view. The scaling on the game view works somewhat differently.
