[Scripts] Several Effect classes are not public
Steps to reproduce:
1. Open a new project
2. Import Effects package
3. Create a script which references, for example, UnityStandardAssets.ImageEffects.BloomOptimized or UnityStandardAssets.ImageEffects.ScreenOverlay. These classes will not be accessible due to protection level
