Script with Mono.Cecil compiles with "Windows Store IL2CPP Scripting Backend" installed, otherwise gives an error
To reproduce:
1. Open attached project with Unity which has "Windows Store IL2CPP Scripting Backend" installed.
2. No errors, it's possible to press Play.
3. Close unity.
4. Open attached project with Unity which does not have "Windows Store IL2CPP Scripting Backend" installed.
5. Cant press Play, because of an error.
Error message:

Expected result: Mono.Cecil should not be reachable if user did not include it
Actual result: Mono.Cecil can be referenced even if user did not include it
Reproducible: 5.3.7p1, 5.4.4p4, 5.5.2p2, 5.6.0b11, 2017.1.0a3
