Scene View Tools break when using Hand Tool simultaneously with Arrow Keys
How to reproduce:
1. Create a new Unity project
2. Open Scene view
3. Select the Hand Tool
4. Hold the left mouse button in Scene View and use the Arrow Keys simultaneously
5. Observe (try using Hand Tool, select other Tools)
Expected result: Hand Tool works the same way before the use of Arrow Keys
Actual result: Hand Tool stops working (Left Mouse and Right Mouse buttons don't do anything) and unable to select other Tools
Reproducible with: 2018.4.28f1, 2019.4.16f1, 2020.1.17f1, 2020.2.0b14, 2021.1.0a9
