Scene view/Status bar is flickering when hovering mouse on BaseLayer if Camera Layer is above BaseLayer in Graphics Compositor window
Steps to reproduce:
1. Create an empty HDRP project
2. Go to Window -> Rendering -> Graphics Compositor
3. Check the "Enable Compositor" checkbox
4. Go to Render Schedule, click a "plus" sign, and add Camera sublayer (if not added)
5. Drag the Camera sublayer over BaseLayer and hover mouse over BaseLayer
6. Observe the Scene view
Actual results: hovering mouse on “BaseLayer” causes flickering in the Scene view or at the bottom Status Bar
Expected results: There’s no flickering anywhere in the Editor
