[DX11] Scene view artifacts after returning computer from sleep mode
Steps to reproduce:
1. Open (any/empty) project
Optional: Add default skybox for better visibility of bug
2. Do not turn off Unity and set computer to sleep mode
3. Wake up computer from sleep mode and bring back Unity
4. Notice that in the scene view draging around and moving object causes artifacts
[Workaround]: Play scene atleast once and everything goes back to normal.
Note: If no skybox is used, the bug is simply much more visible, but its still present without it (see last screenshot) e.g. on gizmo sprite in scene view
Reproducible only on Windows 10 w/ DX11 mode
No repro on OSX
No repro on Win10 w/ -force-opengl -force-glcore -force-d3d9
No repro on Windows7 and Windows8.1 w/ DX11
