Scene view always refreshing when multiple Scene views are open
How to reproduce:
1. Open the attached project "SceneViewBug.zip"
2. Right mouse click on the Scene view tab
3. Click Add Tab>Scene
4. Dock Scene view windows near each other
Expected results: Scene views are not refreshing
Actual results: Scene views are refreshing
Reproducible with: 2022.3.41f1, 6000.0.14f1
Could not test with: 2021.3.42f1 (compilation errors)
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
