Scene moves with HMD when Oculus menu overlay is opened
Reproduction steps:
1. Open the attached project “BugRepro”
2. Go to Project Settings > XR Plugin Management > Plug-In providers for Android and ensure that Oculus is ticked
3. Build and Run to Oculus Quest 2
4. In the game press menu button on Quest 2 right controller to open overlay menu.
Expected result: Moving the HMD doesn’t move the entire scene
Actual result: Moving the HMD moves the entire scene in the background
Reproducible with: 2021.3.28f1, 2022.3.4f1, 2023.1.3f1, 2023.2.0a23
Reproducible on: Oculus (Quest 2), Android 10, CPU: Snapdragon XR2, GPU: Adreno (TM) 650
