Rigidbody.angularVelocity is constrained wrongly, use the same mass-space logic as in ApplyConstraints
How to reproduce:
1. Open the user's attached project
2. In the Hierarchy select Parent -> Cube
3. Uncheck Constraint Bug Fix in the Set Velocity script
4. Make sure Freeze Rotation X and Y are checked in the Rigidbody
5. Enter the Play Mode and press Space
Expected result: Cube rotates around the local Z axis
Actual result: Cube rotates around the World Z axis
Reproducible with: 2017.4.11f1, 2018.1.9f2, 2018.2.9f1, 2018.3.0b3, 2019.1.0a2
