[UIR] Rendering is broken with UIToolkit with many Intel GPUs (driver-bug)
Repro Steps:
-Open Unity with the one of the specified GPU, driver and graphics API
-Open the Package Manager
Expected Results:
-The Window should display normally
Observed Symptoms (any combination of these):
-Contains white rectangles
-Content is stretched/offset
-Window is blank (nothing displayed)
Other windows may be affected by this issue as well. For instance, the scrollbar of the inspector may be offset. Only UIToolkit content is affected, IMGUI content draws normally.

- DirectX 11
Affected GPUs:
- Intel HD Graphics 620
- Intel UHD Graphics 620
- Intel UHD Graphics 630
- Intel Iris Plus Graphics (ID=0x8a5a)
Affected Drivers:
Broken from 27.20.100.9030
Fixed from 27.20.100.9466
Workarounds:
- Use OpenGL or Vulkan
- Upgrade Intel Drivers to 27.20.100.9466+
- Downgrade Intel Drivers to anything older than 27.20.100.9030
- Use discrete GPU instead of integrated GPU

The problem still exists, the unity window is white and nothing is displayed. If you drag the unity window to another monitor where the external video card controls, all the tabs in the unity window are perfectly visible and active. If you return the program window back to the monitor with a video card intel 630, then the problem returns, it is impossible to click on any item in the unit window.

Maybe an unrelated issue (though it is definitely caused by latest Intel drivers for 620 and 630 series), using legacy UI, everything is white or very light. Tested on 2019.4.21f and even 2021.2. Problem persists. Note that objects of the 3D world are unaffected and display in full colour.

Still having this issue with all versions of 2019.4 (2019.4.18 - 2019.4.20). Package Manager window still opens as a blank screen, but the cursor changes so the content is definitely there, just invisible.

Resolution Note (fix version 2021.2):
We will provide a patch that tentatively works around the driver issue. The patch seems to properly resolve the issue but there might be other occurrences. The case has been submitted to Intel as well.
Update: Intel has fixed the driver issue in 27.20.100.9466+
