Render Texture is blank when attaching it to Video Player as Target Texture
Steps to reproduce:
1. Open users attached project "HUG EMEA 2018.zip"
2. Open "Hug1" scene
3. In the Hierarchy window find "Left_Large_Mon_Screen light" under Honeywell_orion W_Soundbar 1 -> Monitors Large -> Left_Large_Mon
4. Enter Play mode
--Notice that Target Texture "Crude leftLight lq rt" does not receive video to display
Expected results: Render Texture receives information from a video Player
Actual results: Render Texture does not receive information from a Video Player or TargerTexture is not rendered
Reproducible with: 2018.3.0a1, 2018.4.2f1, 2019.1.7f1, 2019.2.0b6, 2019.3.0a5
Notes: The issue occurs only on the user's project. Unity crashes in 2017.4.29f1 and lower when loading the scene
