RectTransform is not being recalculated when using ForceUpdateRectTransforms
How to reproduce:
1. Open my attached project ("case_1061571-ScrollViewLayourBugReport.zip")
2. Press Play
3. Inspect Console
Expected result: RectTransform is recalculated
Actual result: RectTransform isn't recalculated
Reproducible with - 2018.3.0a6, 2018.2.1f1, 2018.1.9f1, 2017.4.8f1
Not reproducible with - 2017.2.3p2 and earlier (no ForceUpdateRectTransforms() function)
