Quality level isn't updated in the Project Settings window when it's changed via script
To reproduce:
1. Open attached project ("case_1262284.zip")
2. Enter the Play mode
3. Click on the dropdown and select "Medium"
4. Observe the Quality level in the Project Settings window
Expected result: Quality level is updated to "Medium"
Actual result: Quality level remains the same
Reproducible in: 2018.4.25f1, 2019.4.4f1, 2020.1.0b16, 2020.2.0a18
Note: Quality level is actually changed, however it requires to move the mouse over the Project Settings window to repaint it

Resolution Note (2021.1.X):
The runtime QualitSettings do not have any API to listen for changes. That said the user can use SettingsService.RepaintAllSettingsWindow() if he wants to refresh any UI on a request basis.
