Projects created with URP/HDRP template have older version of URP/HDRP packages installed
Steps To Reproduce:
1. Create a new project with HDRP/URP teplate
2. Windows > Package Manager > HDRP/URP
Expected Result: Latest version(7.1.2) of HDRP/URP package is installed by default
Observed Result: Older version(7.1.1) of HDRP/URP package is installed by default
Reproducible On: 2019.3.0b5
Not Reproducible On: 2020.1.0a6, 2019.3.0b4
Note: 7.1.2(Latest) version of URP/HDRP is not available for 2020.1.0a6
Environment: Occurs on Win and Mac
