[Bug Reporter] Files/Folders with names containing non-ASCII symbols do not show-up in Fogbugz
-e: see title, symbol in question seems to be "°"
--fails when sent from OSX or Windows
-repro:
--create a new project called "UNÄ°TY"
--submit a bug report from editor
--notice no error being shown
--go to fogbugz case for your submission
--NOTICE the project isn't actually attached in the case

Resolution Note (fix version 2021.2):
The issue no longer reproduces on the new bug reporter backend to which we should migrate in the near future
