Project crashes when calling CommandBuffer.SetGlobalConstantBuffer with null
How to reproduce:
1. Open attached project "CommandBufferNullCrash.zip" and scene "SampleScene"
2. Enter Play Mode
3. Observe the crash
Expected result: No crash
Actual result: Unity Engine crashes
Reproducible with: 2019.3.5f1, 2019.4.2f1, 2020.1.0a16, 2020.1.0b12, 2020.2.0a14
Not reproducible with: 2018.4.23f1, 2019.4.0f1, 2020.1.0a15
