[Profiler] FPS indicator is clipped at 0 fps
PS indicator is clipped at 0 fps
Steps to Repro:
1. Create a new project
2. Window > Analysis > Profiler
Actual Result:
FPS indicator is clipped
Expected Result:
FPS indicator shouldn't display when profiler has no data or it should not be clipped
Environment:
Windows and Mac
