[ProBuilder] Tooltip doesn't appear while hovering the mouse cursor over tools in the ProBuilder window
In the ProBuilder window Tooltip doesn't appear while hovering the mouse cursor over tools, whether ProBuilder window is in Icon Mode or Text Mode.
Steps to reproduce :
1. Create a new project.
2. Window > Package Manager > ProBuilder > Install
3. Tools > ProBuilder > ProBuilder Window
4. Hover the mouse cursor over tools and observe whether the tooltip appears or not.
Actual results: Toolbar tooltip doesn't appear.
Expected results: Toolbar tooltip appears properly.
Reproducible with: 2020.1.0a19, 2020.1.0a11.
Working fine with: 2020.1.0a09, 2019.3.0f5, 2019.2.17f1, 2018.4.14f1
Note: Unable to test on "2020.1.0a10" as "2020.1.0a10" is not available on Saihai.
Package version occurring: 4.3.0-preview.1, 4.2.1, 4.1.2, 4.0.2, 3.0.0
Environment: macOS only.
