PrefabUtility.GetPrefabInstanceStatus returns "NotAPrefab" when nested prefab is missing
How to reproduce:
1. Open attached "PrefabsTests 2018.3.zip" project
2. Go to Tools -> "Test Prefabs Asset"
3. Observe Console
Expected result: Nested missing prefab status is "MissingAsset" or something similar
Actual result: Nested missing prefab status is "NotAPrefab"
Reproducible: 2018.3.1f1, 2019.1.0a13
Can't reproduce: 2019.1.0a1, because of "'PrefabUtility' does not contain a definition for 'HasPrefabInstanceAnyOverrides'" error

- Nested prefabs feature was added in Unity 2018.3.0a6

Resolution Note:
It is expected to return 'NotAPrefab' for all game objects as all prefab instances are unpacked in Play mode in order to simulate running in the Player. Also PrefabUtility.GetPrefabInstanceStatus returns 'NotAPrefab' for Prefab's assets because it's input object is not a Prefab Instance but a Prefab Asset (just loaded from the AssetDatabase).
