PopUp EditorWindow are not consistently resizable even if its MinSize and MaxSize allowing it
To reproduce:
1. Download attached "CannotResizePopups.zip" project and open in Unity
2. From Menu select Report > Open Resizable Popup
3. Try to resize opened window by dragging the Cursor near Window edges
Expected results: Resize handle appear and You can resize the window
Actual results: Resize handle does not appear unless a lot of time is spent moving the Cursor and finicking with a focus around the edges
Notes:
- This issue appears on both Windows and macOS
- A PopUp window cannot be resized despite its MinSize and MaxSize allowing it
Reproduced on Unity 2017.4.32f1, 2018.4.8f1, 2019.2.4f1, 2019.3.0b2 and 2020.1.0a3
