"PlatformNotSupportedException: Operation is not supported on this platform." is thrown when using HttpClientHandler.DangerousAcceptAnyServerCertificateValidator
How to reproduce:
1. Open the attached project "DangerousAcceptAnyServerCertificateValidatorTest.zip"
2. Enter Play Mode
Expected results: No errors thrown in the Console window
Actual results: "PlatformNotSupportedException: Operation is not supported on this platform." is thrown
Reproducible with: 2021.3.30f1, 2022.3.10f1, 2023.1.14f1, 2023.2.0b11, 2023.3.0a6
Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested

Resolution Note:
After investigation this deficiency is a result of mono's incomplete implementation of the HttpClient web stack on Windows. This feature is also only useful if the server certificate validation callback is functional which it is currently not. Due to the significant investment of time required to resolve this issue we have no current plans to address this issue.
If it is critical that this needs to be functional please re-open the bug and we can reassess its priority.
