[Platforms] Build configuration fails to find build pipeline when build configurations are exchanged with each other
How to reproduce:
1. Open the attached (BuildPipelineBug.zip) project
2. In Project Window select the "Working_SampleSceneBuildConfiguration.buildconfiguration" -> Click "Build" in Inspector Window
3. Observe that the build succeeds
4. Select "Broken_SampleSceneBuildConfiguration" -> Click "Build"
Expected result: Build succeeds when build configurations are exchanged with each other
Actual result: Build fails when build configurations are exchanged with each other
Reproducible with: 2019.3.12f1, 2020.1.0b8, 2020.2.0a10
Notes:
- Could not test on 2018.4, because build configurations are not available in that stream
