Plastic SCM's default checkin text is out of bounds when the window is too small
How to reproduce:
1. Open any project
2. Enable and setup Plastic SCM
3. Resize Plastic SCM Window to be really small
4. Observe the "Checkin comment" text field in Plastic SCM Window
Actual result: The default "Your checkin comment...." text in the field is out of bounds
Expected result: Default text is contained in bounds with wrapping
Reproducible with: 2021.3.19f1, 2022.2.10f1, 2023.1.0b6, 2023.2.0a2
Can't test with: 2020.3.45f1 (Editor does not allow resizing to the point of elements overlapping)
