PhysicsChain should use default PhysicsShape.MoverData
When a PhysicsChain is created, it is not using the default PhysicsShape.MoverData: [https://docs.unity3d.com/6000.3/Documentation/ScriptReference/LowLevelPhysics2D.PhysicsShape.MoverData.html]
The default is to clip velocity with a maximum push limit.
