Physics Debug scene view down-right corner UI window disappears when entering Play mode
How to reproduce:
1. Open the attached 'project-1230368.zip' project
2. Make sure that the 'Physics Debug' UI window is visible in the down-right corner of the Scene window
3. Enter and Exit Play mode
Expected result: 'Physics Debug' UI window is still visible
Actual result: 'Physics Debug' UI window is NOT visible
Reproducible with: 2019.2.0a5, 2019.3.7f1, 2020.1.0b3, 2020.2.0a4
Not reproducible with: 2017.4.38f1, 2018.4.20f1, 2019.2.0a4
