ParticleSystemRenderer component appears after added script is deleted
How to reproduce:
1. Add GameObject/Effects/Particle System to Hierarchy
2. Create a script in Project browser
3. Select Particle System in the Hierarchy
4. Drag script to the Inspector a several times
5. Delete the scripts and use your mouse wheel
Expected results: ParticleSystemRenderer component does not appear
Actual results: ParticleSystemRenderer component appears
Reproduced with: 2019.1.2f1, 2019.2.0a15, 2019.3.0a2
Regression introduced: 2019.1.1f1, 2019.2.0a14
