Particle System Min/Max Particle Size params are applied incorrectly when using Transform scale
Steps to reproduce:
1. Open User-attached project
2. Open Scene ("PlasmaExplosionText")
3. Alternate between "FullSize" and "SmallSize" GameObjects to see the particles
Expected: the particles are the same size since both the camera and the particles are scaled by the same amount
Actual: the particle size differ
