parent canvas scale changes when enter playmode or enabled
1. Open attached project
2. Enter playmode or enable parent canvas "Front"
Expected result : parent scale doesn't change
Actual result: parent scale changes.
Doesn't seem to be a regression. It wasn't noticeable because child canvas doesn't get rendered with a disabled parent canvas before pr 69bf849a523d

Resolution Note:
Due to the severity of the issue we have determined this bug wont be fixed in any sort of reasonable time so we are closing as wont fix.
