[Packman] [SRP] Documentation/Changelog links don't work for offline SRP packages
Steps to reproduce:
1) Get a Unity that comes with SRP2Core, in my case it's 2021.2.0a4
2) Create an empty project, open Packman, select HDRP, URP or Core RP packages.
3) Try clicking on doc, changelog links, observe "This package is not available offline" popup

Resolution Note (2021.2.X):
This is the expected behaviour when the package online documentation is not yet available AND the package is not available offline (installed or cached on local disk). BUT there is already an internal task existing for improving the messaging to the user as this one is misleading.
