Packages folder is created even if no packages are selected when creating a new folder
To reproduce:
1. Create a new project
2. Make sure that no packages are selected when creating a new project
Expected result: Packages folder is not created
Actual result: Packages folder is created even if no packages are selected to be added
Reproduced on: 2018.2.0a8
Does not reproduce on: 2018.2.0a4
