Package Manager UI - Cursor does not change when hovering over web links
When hovering over web links in the Pacakge Manager UI window, the cursor does not change to a hand icon. This is inconsistent with the rest of the editor.
Found with package version 1.9.8. This is not a regression as it has never worked.
1. Open the attached project in 2018.2+
2. Open the Package Manager window
3. Select any package
4. Hover over the View Documentation or View Changelog links
5. Cursor does not change
