Package Manager refresh animation is too fast when packages are being refreshed
To reproduce:
1. Open attached project ("case_1248718.zip")
2. Open Window > Package Manager
3. Observe the refresh animation
Expected result: Refresh animation has a normal speed and looks smooth
Actual result: Refresh animation is extremely fast and looks glitchy
Reproducible in: 2019.3.8f1, 2019.3.14f1, 2020.1.0b9, 2020.2.0a12
Not reproducible in: 2018.4.23f1, 2019.3.7f1
