Package Manager incorrectly shows that there are no packages in a new project
How to reproduce:
1. Create a new Unity project
2. Go Window -> Package Manager
3. Observe the Package Manager
Expected results: Package Manager has the default packages listed
Actual results: Package Manager shows that there are no packages in the project
Reproducible with: 2021.1.0b7, 2021.1.0b10, 2021.2.0a5, 2021.2.0a8
Not reproducible with: 2018.4.32f1, 2019.4.21f1, 2020.2.7f1, 2021.1.0b6, 2021.2.0a4
Note:
- If the Package Manager window is already open when the project opens the issue won't reproduce
- Reopening the project fixes the issue
