Package Manager doesn't start on Windows 7 without Service Pack 1 installed
It fails to start with error:
The procedure entry point EventSetInformation could not be located in the dynamic link library Advapi32.dll.

Unity minimum OS requirements state that we require Windows 7 Service Pack 1. We don't support older versions of Windows 7 so please make sure that your system is fully updated before running Unity.
